Any exam MOHAP prescribes is part of professional evaluation, the first of its two licensing services. Evaluation is yours: it issues the evaluation certificate. Licensing is the facility’s: it applies for your licence once you hold a valid evaluation. This guide follows both in order. The exam itself, including Prometric’s attempt rule, is on our MOHAP exam page.
1. Check the evaluation conditions
MOHAP’s evaluation service lists conditions you must meet before you apply:
- no gap in professional practice of more than three years;
- a qualification accredited in the country that issued it;
- every certificate not in English legally translated, with the original uploaded alongside;
- experience counted from the date your professional licence was issued, not from graduation;
- no blacklisting, and a valid passport.
General practitioners and dentists who graduated outside the UAE need at least two years of clinical experience after internship, backed by a valid licence and a Good Standing Certificate dated within six months. MOHAP adds that training does not replace that experience, and that training done in the UAE does not count towards it for graduates from abroad.
2. Apply for evaluation
You apply on the MOHAP website or app and upload your qualification certificate and academic record, experience certificate, licence and good conduct certificate (these three are optional for new graduates), a surgical record if you are in a surgical specialty, your passport, any exam-exemption documents and unprotected copies of earlier DataFlow reports. Pharmacists use a separate pharmacist evaluation link on the same service page. The fee is AED 500 for physicians and dentists, AED 400 for nurses and midwives and AED 300 for allied health and complementary medicine. MOHAP states five working days for the service.
3. Sit the prescribed exam
The evaluation service says candidates must pass all prescribed examinations, if applicable. Prometric delivers them through its UAE Ministry of Health and Prevention programme. You have at most three scheduling attempts, and a cancellation or no-show counts as one, so book a date you can keep.
4. Verification
MOHAP’s licensing service requires your documents to be verified by an accepted third-party agency, such as DataFlow. Upload any earlier DataFlow reports with your evaluation so MOHAP can see what has already been verified.
5. The facility applies for your licence
With a valid evaluation, a MOHAP-licensed facility applies through the Licensing or Re-licensing service. You accept its work invitation. The service also requires:
- a gap in practice of no more than two years, or medical training details under the PQR if the gap is two years or more;
- insurance against medical errors and an introductory statement;
- a physical and mental fitness report from EHS for doctors aged 60 or over;
- a clean record of any past work in the UAE;
- a valid facility licence, and for clinics one registered nurse for every two doctors or two dental assistants for every two dentists;
- for a transfer, acceptance from your current facility as well.
MOHAP states one to two working days for this service. The facility pays AED 100 as an application fee and the licence fee: AED 3,000 for doctors and AED 1,000 for nurses and technicians at private facilities.
