MOHAP Licensing

MOHAP Licensing Has Two Stages and Two Sets of Fees

MOHAP charges you for professional evaluation, then charges the facility for the licence: both sets of fees, worked totals by category, renewal costs and the rules that can stop either stage.

UAE setting representing the MOHAP evaluation and licensing stages for healthcare professionals

MOHAP licensing is two services with two sets of fees. Professional evaluation is the one you apply and pay for; it includes any exam MOHAP prescribes. Licensing is applied for and paid by the facility that hires you, once your evaluation is valid. A budget built on only one of them comes up short.

Stage 1: professional evaluation

You apply on the MOHAP website or app. The published fee is:

  • AED 500 for physicians and dentists;
  • AED 400 for nurses and midwives;
  • AED 300 for allied health and complementary medicine.

MOHAP states five working days for the service. Two costs sit outside that fee:

  • Verification. MOHAP’s licensing service requires your documents to be verified by an accepted agency such as DataFlow. DataFlow prices depend on the package and the number of documents, and are shown when you apply.
  • The exam, if MOHAP prescribes one. It is booked with Prometric. MOHAP does not publish the exam fee on its service page. Prometric allows three scheduling attempts and counts a cancellation or no-show as one of them, so a rebooked exam can cost you an attempt as well as a fee.

Stage 2: the licence

With a valid evaluation, a MOHAP-licensed facility applies through the Licensing or Re-licensing service and you accept its work invitation. MOHAP states one to two working days. The fees are charged on the facility’s application:

  • an application fee of AED 100, for private and semi-government facilities;
  • a licence fee, for private facilities, of AED 3,000 for doctors and AED 1,000 for nurses and technicians.

MOHAP charges the applying facility. Whether the employer passes any of it on to you is a matter for your contract, so ask before you sign.

What the two stages add up to

Adding MOHAP’s own published fees for a licence at a private facility gives:

  • Physician or dentist: AED 500 + AED 100 + AED 3,000 = AED 3,600.
  • Nurse or midwife: AED 400 + AED 100 + AED 1,000 = AED 1,500.
  • Allied health technician: AED 300 + AED 100 + AED 1,000 = AED 1,400.

DataFlow and any Prometric exam come on top. Of each total, only the evaluation fee is normally yours to pay; the rest is charged to the facility. The licensing page does not list a separate rate for dentists, so check the amount with the facility.

The fees come back at renewal

MOHAP’s renewal service charges the same AED 100 application fee and licence fee: AED 3,000 for doctors and AED 1,000 for nurses, technicians and pharmacists, at private facilities. It needs CME in your own specialty, insurance against medical errors and, for doctors aged 60 or over, an EHS fitness report, and MOHAP states one working day. At government facilities the licence renews automatically on its expiry date.

Rules that can stop either stage

  • Practice gap: up to three years for evaluation, but no more than two years at licensing unless you provide medical training details under the PQR.
  • Experience: MOHAP counts it from the date your professional licence was issued, not from graduation.
  • Staffing: outside hospitals, the facility needs one registered nurse for every two doctors, or two dental assistants for every two dentists.
  • Age: doctors aged 60 or over need a physical and mental fitness report from EHS.

The documents each stage asks for

Evaluation is the document-heavy stage: your qualification certificate and academic record, experience certificate, licence and good conduct certificate (the last three optional for new graduates), a surgical record for surgical specialties, your passport, any exam-exemption documents and unprotected copies of earlier DataFlow reports. Certificates not in English need a legal translation uploaded with the original. The licensing stage asks the facility for much less: your passport, an introductory statement, insurance against medical errors, an experience certificate and, for doctors aged 60 or over, the EHS fitness report.

Already licensed by DHA, DOH or SHA?

MOHAP’s Transfer License from DHA/DOH service is for health professionals with an active licence from DOH, DHA or SHA. The facility applies, you accept its invitation, and MOHAP states two working days. Its licence fees are the same AED 3,000 and AED 1,000 at private facilities.

Guide FAQs

Frequently Asked Questions

How much does a MOHAP licence cost in total?

In MOHAP’s own fees at a private facility: AED 3,600 for a physician (500 + 100 + 3,000), AED 1,500 for a nurse and AED 1,400 for an allied technician. DataFlow and any exam are extra.

Who pays the MOHAP licence fee?

MOHAP charges it to the facility that applies for your licence. Only the evaluation fee is charged to you; any recharge by the employer depends on your contract.

Does MOHAP charge again at renewal?

Yes. Renewal at a private facility costs the same AED 100 plus AED 3,000 for doctors or AED 1,000 for nurses, technicians and pharmacists. Government facilities renew automatically.

How long can I have been out of practice for MOHAP?

Up to three years for evaluation and up to two years for the licence. A gap of two years or more at licensing needs medical training details under the PQR.

Do I need MOHAP evaluation if I already hold a DHA licence?

If your DHA, DOH or SHA licence is active, the facility can use MOHAP’s Transfer License from DHA/DOH service instead. Your licence must be active when it applies.
