“Allied health” reads like one category. It is 39 separate disciplines carrying 100 licensing titles, each with its own qualification route and its own experience bar. Applying under the wrong one is the most common and most expensive mistake here.

Five Rules That Cut Across Every Discipline

Allied health is not one category — the PQR splits it into thirty-nine disciplines, each with its own titles and its own experience bar. A licence application fails more often on being in the wrong discipline than on being under-qualified for the right one.

A Master's or PhD buys back a year

A Master's or PhD in the area of specialty reduces the required experience by one year — but only where that degree is not already mandatory for the title.

Higher Colleges of Technology diplomas count as degrees

Higher diploma certificates issued by the Higher Colleges of Technology in the UAE are treated as equivalent to a bachelor's degree under MOE standards.

One-year Master's are accepted from twenty countries

Postgraduate qualifications must normally be two years full-time. A one-year programme is accepted from Austria, Australia, Belgium, Canada, Denmark, Finland, France, Germany, Iceland, Ireland, Luxembourg, the Netherlands, New Zealand, Norway, Singapore, South Africa, Sweden, Switzerland, the UK or the USA.

Assistants never work alone

Assistant allied healthcare professionals cannot work independently and must work under a licensed allied healthcare professional. The same rule appears again inside individual disciplines for dialysis technicians, occupational therapy assistants, psychometrists and dental laboratory aides.

The transcript decides the discipline

The academic transcript must be submitted for credentialing, and it is what determines which discipline an applicant falls into. Two people with similarly named degrees can land in different disciplines on the strength of their transcript.

Applying under the wrong discipline

Thirty-nine of them, and the transcript decides which. A degree title that sounds like one discipline can credential into another.

Assuming “allied health” is a title

It is a category. Every licence is issued against a specific title inside a specific discipline.

Expecting a Master’s to always buy back a year

It reduces the experience requirement by one year only where the degree is not already mandatory for the title.

Bringing a one-year Master’s from an unlisted country

Postgraduate qualifications must be two years, unless they come from one of twenty named countries.

Planning to work independently as an assistant

Assistant titles cannot practise alone, and several disciplines repeat the restriction explicitly.

Sending social work to DHA

DHA does not license social workers. Those applications go to the Community Development Authority.

Questions About Allied Health Licensing

How many allied health disciplines does the UAE recognise?

Thirty-nine, carrying a hundred separate licensing titles between them. The PQR lists each one with its own qualification route and experience requirement — from Aesthetic Therapy through to Toxicology.

Who decides which discipline I fall into?

Your academic transcript. The PQR states it must be submitted for credentialing, and that it is what determines the discipline. Two applicants with similarly named degrees can end up in different disciplines on the strength of what their transcript actually shows.

Does a Master's degree reduce the experience I need?

Yes, by one year — but only where that Master's or PhD is not already mandatory for the title you are applying for. If the title requires the postgraduate degree anyway, it does not also buy back a year.

Can an assistant-level allied health professional work alone?

No. The PQR states assistant allied healthcare professionals cannot work independently and must work under a licensed allied healthcare professional. The same restriction reappears inside individual disciplines for dialysis technicians, occupational therapy assistants, psychometrists and dental laboratory aides.

Do I need experience if I graduated from a UAE university?

Non-UAE nationals who graduated from UAE universities must complete six months of post-graduation clinical training in an Approved Practice Setting, as must GCC nationals — except where the title requires no experience at all. UAE nationals and Children of Emirati Women are exempt from both the experience and the training.

Is a Higher Colleges of Technology diploma enough?

Yes. Higher diploma certificates issued by the Higher Colleges of Technology in the UAE are treated as equivalent to a bachelor's degree under Ministry of Education standards.

Does DHA license social workers?

No. The PQR states plainly that DHA does not license social workers and that applicants with those specialties must apply to the Community Development Authority instead. Clinical Social Worker, Applied Behavioral Analyst and the related titles all go to CDA.

Which allied health titles are limited to UAE nationals?

Healthcare Assistant, Psychologist Assistant and Social Worker Assistant are each restricted to UAE nationals, and in the first two cases to Children of Emirati Women as well.

Who licenses massage therapists?

Only DHA. The PQR notes against the Massage Therapist title that it is licensed by DHA alone, unlike the rest of the physiotherapy and sport therapy discipline.

Do these requirements apply outside Dubai?

Yes. The PQR is published jointly by MOHAP, the Department of Health Abu Dhabi, DHA and Sharjah Health Authority, so it is the shared standard across all four. Each authority may still add requirements of its own on top.

My qualification is not listed anywhere. Am I refused?

Not automatically. The PQR states qualifications not mentioned in the document may be evaluated and reviewed by the PQR Committee, which may grant the appropriate title. Being absent from the list is not the same as being rejected.
