What PQR actually publishes

Qualification & Experience Requirements by Title

PQR sets one qualification and experience ladder for physicians across DHA, MOHAP, DOH and SHA. Your title depends on your degree, specialty certificate and years of practice — not on which authority you apply to.

TitleQualificationExperience
InternMBBS, MBChB or an equivalent qualification from an accredited institutionNo experience required*
ResidentMBBS, MBChB or equivalentCompleted internship, plus the relevant Authority residency standards
General PractitionerMBBS, MBChB or equivalentCompleted internship + two (2) years of clinical experience
Specialist — Tier 1 or 2MBBS/MBChB + a recognized specialty certificateNo experience required after the main or sub-specialty qualification*
Specialist — Tier 3MBBS/MBChB + a recognized specialty certificateUAE nationals: one (1) year after the main specialty, none after a sub-specialty. Non-UAE nationals: three (3) years after the main specialty, two (2) after a sub-specialty
Consultant — Tier 1MBBS/MBChB + a recognized specialty certificateTwo (2) years after the main specialty, one (1) year after a sub-specialty
Consultant — Tier 2MBBS/MBChB + a recognized specialty certificateFive (5) years after the main specialty, four (4) years after a sub-specialty
Consultant — Tier 3MBBS/MBChB + a recognized specialty certificateCannot attain the title, except for a limited transitional route for physicians enrolled in a Tier 3 program before June 2017

Note: marked with * where PQR applies its standard Discontinuity of Practice (Gap of Practice) rule — professionals with more than three (3) years out of clinical practice may need extra CME/CPD hours and supervised retraining before the "no experience required" route applies.

Common Mistakes to Avoid

Specialty title mismatch

Applying under a general-practice title when the qualification and intended role point to a specialist DHA, MOHAP or DOH category.

Internship history overlooked

Starting an application before confirming how internship or house-job history fits the intended authority route.

Wrong emirate route

Assuming the same pathway applies across Dubai, Abu Dhabi and other emirates without checking the target facility first.

Unexplained experience gaps

Leaving a recent-practice or clinical-experience gap unaddressed instead of preparing context for authority review.

Verification assumptions

Starting DataFlow or PSV for a medical degree without checking current primary-source verification requirements.

Automatic-outcome assumptions

Assuming exam exemption, licence approval or a fixed timeline before the relevant authority reviews the case.

Exam guidance

Preparing for a UAE Healthcare Licensing Exam?

What DHA, MOHAP and DOH publish about their assessments, sourced from their own service pages. Guidance supports preparation only and does not guarantee exam results or license approval, and we do not sell exam questions.

You get three attempts, shared across authorities.

DHA states the assessment must be passed within three attempts across the Authorities — so a failed run is not reset by applying to a different emirate.
