Check the Issuing Authority and Current Licence Record
Start with the regulator shown on the facility licence and the authority that issued the candidate’s record. Location alone is not enough to choose the route, especially where more than one licensing pathway operates in an emirate.
- DHA-regulated facility: use the Dubai Medical Registry and the professional’s current Sheryan record.
- DOH or MOHAP-regulated facility: use the relevant authority’s licensing services or enquiry channel to confirm the current professional record.
- SHA or another route: confirm the issuing regulator and its applicable process; do not assign an authority from the emirate name alone.

DHA Initial-Approval Fees by Facility Type
This is the first facility-licensing stage. Initial approval does not itself authorise the facility to open, and its fee does not include later activation or inspection.
DHA’s New Facility License service lists initial-approval fees for 48 facility types. Approval produces an inactive licence; activation is a separate service before the facility can operate.

The Part-Time Permission Matrix
DHA’s licensing manual v1.3 (18 July 2025), Appendix 2, lists these limits. Part-time activation also needs the full-time facility’s approval. Government-employed professionals remain subject to their organisation’s internal policies.

Budget for late full-time renewal
DHA lists monthly penalties of AED 600 for physicians/dentists and AED 200 for nurses, allied health and TCAM. Confirm the amount due in Sheryan.

Check renewal eligibility before expiry
Applications open 90 days before expiry. Outstanding fines, revoked status, missing supervision, completed trainee periods or withdrawn part-time approval can prevent renewal; full-time licences expired beyond six months cannot use this renewal route.

Replace a departing medical director first. Active appeals, investigations and unpaid fines must be resolved as specified by DHA before cancellation.

Trainee activation needs the facility’s Approved Practice Setting add-on and a full-time supervisor. Supervised titles also require a full-time supervisor.

Facility fine instalments require a request
For facility fines exceeding AED 20,000, excluding Knowledge and Innovation fees, an instalment request needs evidence of inability to pay and DHA approval.
