The Six-Month Rule on Good Standing Certificates

A Good Standing Certificate counts only if it is under six months old when you submit. Because it goes through DataFlow first, the timing is tighter than it looks, so plan the request date.

DHA wants a Good Standing Certificate that is no older than six months on the date you submit your application. That is clause 10.3 of its licensing manual. DOH sets the same limit, and MOHAP asks general practitioners and dentists who graduated abroad for one dated within the past six months. A certificate is a snapshot: it shows your record with a regulator on the day it was issued, so authorities only trust a recent one.

What the certificate is

A Good Standing Certificate (some regulators call it a Certificate of Current Status) is issued by the regulator that licensed you. It confirms your licence and whether any disciplinary action was taken against you. It is not an employer reference. DOH’s manual asks for one from the regulator in each country where you worked, and accepts one issued officially by your last employer only where a country has no regulatory body.

Why the six months are shorter than they look

At DHA, the certificate goes to DataFlow with your qualifications and experience letters for Primary Source Verification. DHA will not process Get Registered until it has the PSV result, and the six months are counted to the day you submit Get Registered. So the window has to cover:

  • the time your home regulator takes to issue it;
  • DataFlow verification, which DHA’s FAQ puts at 15 working days from payment for a new report, longer if an issuer is slow to reply;
  • any CBT you still need to pass, which can run at the same time;
  • getting the Get Registered application itself together.

A worked timeline

Say your regulator issues the certificate on 1 March. On DHA’s rule it is usable for a Get Registered submission up to 1 September. Working back from that date:

  • By early March: pay for DataFlow and upload the certificate with your other documents, so verification starts while the certificate is new.
  • March to April: verification runs, about three weeks on DHA’s published figure if nothing is missing. Book the CBT in the same period if your title needs one.
  • Any time before 1 September: submit Get Registered once the PSV result is in.

That leaves room for a slow issuer or a failed first CBT. The opposite risk is ordering the certificate early “to have it ready”, then losing months collecting other documents and finding it out of date when Get Registered is finally submitted. Order it when the rest of your pack is ready to go to DataFlow, not before.

If your record is not clean

DHA’s manual makes you responsible for declaring any disciplinary action, proven or still in process, when you apply. A certificate that shows a sanction you did not declare is a bigger problem than the sanction itself. DHA also states that disciplinary actions on its own certificates stay recorded permanently and that professionals must disclose earlier actions to every regulator where they intend to practise. Declare the history, attach the decision, and let the authority weigh it.

When you do not need one

A new graduate with no licensed practice has no practice for a regulator to certify. DOH marks the certificate “not applicable when experience is not required”, and MOHAP lists the good conduct certificate as optional for new graduates. SHA asks for one from your current health authority “if any”.

Getting DHA’s own certificate when you leave Dubai

If another regulator asks you for a DHA Good Standing Certificate, you request it in Sheryan, where DHA generates it electronically. DHA’s 2023 service catalogue lists:

  • a fee of AED 500 and a time of one working day;
  • an active DHA licence held for more than three months;
  • no expiry date on the certificate itself: the receiving authority decides how recent it must be.

DHA’s manual adds that the certificate lists every disciplinary action in your DHA history, permanently, including any warning letter, and can show an investigation still open. Professionals with recent suspensions or certain decisions receive a Certificate of Current Status instead. Others can check the certificate through Sheryan’s Verify Document service. DOH issues its own certificate once you have held an active DOH licence for at least three months.

Guide FAQs

Frequently Asked Questions

How old can a Good Standing Certificate be for DHA?

No more than six months on the date you submit your application, under clause 10.3 of DHA’s licensing manual. DOH applies the same six-month limit.

Do I need a certificate from every country I worked in?

For DOH, yes: its manual asks for one from the regulator in each country of employment. DHA’s PQR rule asks for good standing from your country of practice, so expect to cover each licence you list.

What if the country I worked in has no medical council?

DOH accepts a certificate issued officially by your last employer where a country has no regulatory body. Ask DataFlow how it will verify that letter.

How do I get a DHA Good Standing Certificate when I leave Dubai?

Request it in Sheryan. DHA’s 2023 catalogue lists AED 500, one working day, and an active DHA licence held for more than three months.

Do new graduates need a Good Standing Certificate?

Not where the title needs no experience. DOH marks it not applicable when no experience is required, and MOHAP makes it optional for new graduates.
